Ethics are assumed
Money piles on the table
Then greed takes over.
Our liberally thinking social programs are funded with the assumption that all of those implementing them are in it to achieve the altruistic goal, sometimes to help the less fortunate. Truth of the matter is that no matter how good the original intention was, when they are implemented, people find ways to fill their own pockets.
This is true of all the government programs that have, or will be, funded; schools, highways, public housing, food and medical assistance, etc.
